ARMC Appoints Katherine Bourbeau-Medinilla, M.D., as its first Chief Population Health Officer

Arrowhead Regional Medical Center (ARMC) is pleased to announce the appointment of Katherine Bourbeau-Medinilla, M.D., to the newly established senior executive position of Chief Population Health Officer (CPHO) and Associate Chief Medical Officer (ACMO). Reporting directly to the Chief Medical Officer, Dr. Bourbeau-Medinilla will be responsible for the clinical aspects and physician alignment of ARMC’s strategic growth in population health and reducing health care disparities in the community.

Dr. Bourbeau-Medinilla, who has been an attending physician with ARMC since 2022, will also continue in her clinical practice part time and remain as part of the core faculty within ARMC’s internal medicine residency program, in addition to her expanded leadership responsibilities.

This strategic physician leadership role was created to expand a high-level clinical leadership perspective, with a particular focus on advancing value-based health care, care coordination, population health management, and the reduction of health disparities across San Bernardino County.

Dr. Bourbeau-Medinilla’s responsibilities will include championing interdisciplinary strategies for population health, partnering with clinical informatics teams and quality leadership to develop data-driven analytics and reporting, spearheading efforts to reduce readmissions and optimizing length of stay, while promoting provider engagement. She will also strengthen strategic partnerships with external stakeholders, including the San Bernardino County Department of Public Health, to advance health equity and community outreach.

A proud graduate of ARMC’s Internal Medicine Residency Program and the Inland Empire Foundation for Medical Care’s Population Health Medicine Fellowship, Dr. Bourbeau-Medinilla has already demonstrated transformative impact. Under her leadership, the Internal Medicine Primary Care Clinic achieved an extraordinary 141% increase in its pay-for-performance quality score from 2022 to 2024, establishing it as the highest-performing clinic among ARMC’s five primary care sites.

Currently chairing the Clinical Advisory Council and serving on multiple strategic committees, she has built a strong track record of collaboration across specialties and with external agencies to drive measurable improvements in care delivery.

A published researcher and active member of the American College of Physicians and the American Medical Association, Dr. Bourbeau-Medinilla earned her doctor of medicine from St. George’s University and her Bachelor of Science in human biology from the University of California, San Diego.
